This information helps you set up an association in Morocco; it is not legal advice or a guarantee that the file will be accepted. Confirm the competent authority, documents and procedure before filing; public-utility status requires an official decision.
In short
To set up an association in Morocco you need at least two people, a clear non-profit aim and well-drafted bylaws. You then hold a founding meeting with the founders and declare the association to the local administrative authority for its registered office, which gives you a receipt.
Have this ready before the founding meeting
Step by step
-
Define the association's purpose
With the founding members
Write down what you want to do, for whom, where and how. Moroccan law describes an association as ongoing cooperation between two or more people for a non-profit purpose: it is not a company that shares profit among its members. One clear sentence about your aim makes everything after it easier.
-
Draft the bylaws
Before the meeting
The bylaws cover the name, office, aims, membership rules, governing bodies, meetings, financial management, and how the rules change or the association is dissolved. Make them match what you'll really do, and don't confuse an ordinary association with public-utility status. Send the draft to the founders in advance so they can read it calmly.
-
Hold the founding meeting
With the founders
At the meeting you adopt the bylaws, write the minutes and elect the bodies that will run the association. Keep the signed copies, the attendance list and the papers that record the decisions, and make a few spare copies.
-
Declare the association and get the receipt
Local administrative authority for the registered office
File the declaration and the required documents with the local administrative authority responsible for your office, and ask for the receipt. Before you go, ask that same office for the current list, the number of copies and how to file: an old file, or one from another city, may not work for you.
-
Don't confuse setting up with public utility
After the receipt, if your aim allows it
Setting up an association does not make it a recognised public-utility association. That status has its own procedure and conditions; don't mention it in your bylaws or communication until there is an official decision.
The official route
Start with the law and the local authority
Prepare the purpose, bylaws and meeting minutes, then confirm the declaration file with the local administrative authority for your registered office.
The people who can help
Do you work in this field? People in your city read this guide.
Add your profileBefore you start: association or cooperative?
If your idea involves selling or producing together, for example women who want to sell their products as a group, read the difference between a cooperative and an association before drafting the bylaws. A cooperative follows a different route: create a cooperative.
Questions to settle at the founding meeting
- Who keeps the accounts and presents the financial report?
- When will you meet, and how will you let members know?
- Who files the papers and follows up on the receipt?
What next?
To see how others did it, you can find active associations in your city on Hdaya and ask them about their experience.

Questions people ask
Does an association need capital like a cooperative?
No, it works differently. An association has a non-profit aim, and its funding and management must respect its bylaws and the law. Don't copy cooperative rules; the difference is explained in cooperative or association?.
Where do I file the association's papers?
With the local administrative authority responsible for the association's registered office. Check the documents and number of copies before you file.
Does the receipt mean the association has public-utility status?
No. The receipt covers the declaration of creation. Public-utility status has a separate procedure and conditions.
Can I use any bylaws template?
Use one that fits Moroccan law and what you'll actually do. If your aims, funding or partnerships are complex, have a professional review it.
