This comparison helps you get your bearings in Morocco; it is not a final legal classification or legal advice. The right form depends on purpose, activity, funding and obligations: check the current texts and get advice before you set anything up.
In short
Want to produce, sell or offer a service together? A cooperative is the closer fit: a shared business with member shares and one vote per member. If your aim is cultural, social, sporting or charitable, with no profit shared out, an association suits you better. The difference shows in the activity, the money and who runs things.
Ask yourselves first
Step by step
-
Start from the purpose, not the name
With your founding group
If the project is a shared economic activity (producing, marketing, services or work for members), a cooperative is the closer fit. If the aim is non-profit (cultural, social, sporting, educational or charitable), an association suits better. What you will actually do decides it. Write your purpose in one sentence and read it to the members: if everyone agrees, you're on the right track.
-
Understand how the money works
When you plan the budget
A cooperative has capital and shares, every member takes part economically, and it runs on "one member, one vote". An association uses its money for its non-profit purpose: profit is not the goal and is never shared out among members. Each form has its own rules and obligations.
-
Agree on roles from day one
In the bylaws
Write down who is a member, who decides, who represents the group and how spending and income are accounted for. Don't put association bylaws on a commercial project, and don't call your group a cooperative unless you follow the cooperative procedure.
-
Compare the formalities
Before signing or spending anything
A cooperative goes through ODCO (Morocco's cooperative development office), member contributions, filing and registration in the local cooperative register. An association needs bylaws, a founding meeting and a declaration to the local administrative authority. Details vary with the activity and the registered office, so follow the steps for each: create a cooperative or create an association.
-
Still unsure? Ask a professional
Before you set it up
Regular sales, staff, grants, contracts, a licensed activity or partners: in any of these cases, have a lawyer or accountant who knows Moroccan law review your choice with you. No single template fits every project, and a nice name is no substitute for the right legal form.
The official route
Read the official procedure before reserving a name
Pin down the purpose, activity, money and governance, then check ODCO's procedure or association law before you sign or file anything.

Add your profileCooperative vs association in a nutshell
A cooperative is a shared business: members put in capital, produce or sell together, and each has a vote. Think of women who want to sell their couscous or argan oil together, or farmers marketing their harvest as a group.
An association brings people together for a non-profit aim: a cultural activity, homework support in the neighbourhood, a sports club or charitable work. It can have income, but it never shares profit among members.
What next?
Once you know which form fits, follow its steps: create a cooperative or create an association. On Hdaya you can also find cooperatives and associations in your city, and ask them how they got started.

Questions people ask
Can I set up a cooperative with no economic activity?
That's not what it's for. In Moroccan law a cooperative is tied to a project, economic and social needs, and cooperative management. If your aim is non-profit with no shared economic activity, compare it with an association.
Is an association allowed to bring in money?
Yes. It can have income linked to its purpose, but its aim is not to share profit among members. Its income and management must respect its bylaws and the law.
Where do I register a cooperative, and where do I declare an association?
A cooperative is registered in the local cooperative register at the competent court registry, once its formation steps are done. An association is declared to the local administrative authority for its registered office. Check the current instructions before filing.
Cooperative or association: which should I choose?
The one that truly matches your purpose and activity, not the one that looks easier. If contracts, funding or an organised activity are involved, ask a lawyer or accountant in Morocco.
